The Speaker addressed the House as follows:- Standing Order 62(a) provides that "the Standing Committee on Estimates shall present one report with respect to all of the Estimates and Supplementary Estimates considered pursuant to Standing Orders 59 and 61 no later than the third Thursday in November of each calendar year". The House not having received a report from the Standing Committee on Estimates for certain ministries on Thursday, November 18, 1999, as required by the Standing Orders of this House, pursuant to Standing Order 62(b) the Supplementary Estimates before the Committee of the Ministry of Community and Social Services, Ministry of Education and Training and the Ministry of Municipal Affairs and Housing, are deemed to be passed by the Committee and are deemed to be reported to and received by the House. That, pursuant to Standing Order 46 and notwithstanding any other Standing Order or Special Order of the House relating to Bill 27, An Act to amend the Pension Benefits Act and the MPPs Pension Act, when Bill 27 is next called as a government Order, the Speaker shall put every question necessary to dispose of the second reading stage of the bill without further debate or amendment, and at such time, the bill shall be ordered for third reading; That no deferral of the second reading vote pursuant to Standing Order 28(h) shall be permitted; and That the Order for third reading of the bill may then immediately be called; and That one hour shall be allotted to the third reading stage of the bill after which the Speaker shall interrupt the proceedings and shall put every question necessary to dispose of this stage of the bill without further debate or amendment; That the vote on third reading may, pursuant to Standing Order 28(h), be deferred until the next Sessional day during the Routine Proceeding "Deferred Votes"; and That, in the case of any division relating to any proceedings on the bill, the division bell shall be limited to five minutes. |
