21. Mr. Klees - That in the opinion of this House,

1. The Government of Ontario should comply with Section 2 of the Taxpayer Protection Act, 1999 that requires a referendum to be held to authorize the following provisions in a bill that receives First Reading in 2004:

a. A provision that amends the Income Tax Act to establish a new tax called the Ontario Health Premium in English and contribution-santé de l'Ontario in French.

b. A provision that amends Section 4.1 of the Income Tax Act to provide that the tax payable by a qualifying environmental trust for a taxation year shall be calculated at the same rate as the specified basic rate of tax payable by a corporation under Subsection 38(2) of the Corporations Tax Act.

2. Despite Section 17 of Bill 83 (An Act to implement Budget Measures, introduced on May 18, 2004), the Government of Ontario is in contravention of the Taxpayer Protection Act, 1999 if a bill receives First Reading that includes the provisions described in paragraph 1 before a referendum is held to authorize those provisions. 22. Mr. Runciman - That in the opinion of this House, the Government of Ontario should work with the Brewers of Canada and the L.C.B.O. to encourage establishment of joint venture Beer and L.C.B.O. stores. Filed on June 17, 2004.

26. Mr. Tascona - That in the opinion of this House,

1. The Government House Leader should work with the Standing Committee on Government Agencies to review the Committee's mandate, as set out in Standing Order 106(e) to ensure transparency in the government appointment process and qualified appointees, as the review process is currently limited to Order-in-Council appointments for more than a year as approved by cabinet.

2. This review should have the objective of amending the Standing Order to permit the review of Order-in-Council (OIC) re-appointments and appointments for less than a year and non-OIC appointments, namely those made by Ministerial letters which in terms of agencies constitute 33% of all government agencies and are currently not reviewed by the Standing Committee on Government Agencies. Mr. Hudak - That in the opinion of this House, the Government of Ontario should immediately address the issue of two classes of municipalities created by the allocation of gas tax funds to only those municipalities with transit systems by implementing a substantially similar program to fund needed upgrades to roads, bridges and other transportation needs in the approximately 340 municipalities without a transit system. 30. Mr. Arthurs - That, in the opinion of this House, the Government of Ontario should:

1. Take action to develop a comprehensive strategy in order to reform our first-past-the-post electoral system, including consideration of proportional representation, preferential ballots, a form of mixed systems or others, in the election of Ontario's parliamentarians;

2. Fully engage the citizens of Ontario in the decision making on a preferred method of electing Ontario's parliamentarians; and
