Continuing consideration of Bill 103, An Act to replace the seven existing municipal governments of Metropolitan Toronto by incorporating a new municipality to be known as the City of Toronto / Projet de loi 103, Loi visant à remplacer les sept administrations municipales existantes de la communauté urbaine de Toronto en constituant une nouvelle municipalité appelée la cité de Toronto.

Mr Frank Klees (York-Mackenzie): On a point of order, Mr Chair: I just wonder if it's appropriate for us to be considering these amendments, which are Liberal amendments, in light of the fact that there's no one from the Liberal Party represented here.
The Chair: That's totally irrelevant because there are five people there. We saw this happening before when the NDP motions were introduced, where there were no New Democrats and only Liberals. It's understood that it's accepted that way.
Mr Bud Wildman (Algoma): Mr Chair, on the point: As you've ruled, the time allocation motion deems that the amendments have been put, so we're just following through the time allocation motion, and that's the reason. As we often see, the question is now moot since the member for Kingston and The Islands has materialized.
Mr John Gerretsen (Kingston and The Islands): On a point of order, Mr Chair: For the record, I was in the House throughout this entire episode. I was conferring with some of my colleagues. We're having a caucus meeting right now to determine what comes next. It's been an accepted practice over the last seven days between the two caucuses -- the NDP caucus and ours -- that when they have meetings, the other caucus members would cover for the other party.
