Mr. Harris — That, in the opinion of this House, a Select Committee on diagnosis and treatment funding for patients with rare diseases, should be appointed to consider and report to the House its observations and recommendations with respect to the urgent need for a comprehensive strategy to address the issues patients of all rare diseases are facing in the Province of Ontario when accessing necessary care and treatment.

The Committee should review the Report of the Ontario Citizens' Council regarding funding for drugs for rare diseases that was presented to the Ontario Drug Program in 2010 and review the effectiveness of the draft framework from when it was first introduced in 2011. The Committee should also review the coordination of delivery of funding for diagnosis and treatment for rare diseases (DRDs) across provincial ministries and agencies; and that in developing its strategy and recommendations, the Committee should focus on the following issues:

• the current definition that is used for rare diseases in Ontario;

• training of medical professionals to both effectively diagnose and provide appropriate referrals and treatment options for rare diseases;

• the need for a provincial research and drug development strategy for rare diseases;

• the alignment of available clinical data, best-practice guidelines, and funding criteria;

• the Transparent Drug System for Patients Act and any changes that are necessary to better support Ontarians with rare diseases;

• the implementation of the Compassionate Review Policy for DRDs;

• the need for a committed funding envelope specific for DRDs;

• the Health Insurance Act regulations and Out of Country Services Program for possible improvements to allow more timely access to necessary treatment whether in or out of province;

• the Assistive Devices Program and related funding to ensure urgent needs for equipment required by those with rare disease are met;

• Ontario Respite Care programs and suitability to meet the needs of those impacted by rare disease; and

• any further government funded supports for families and caregivers struggling to meet the care needs of those suffering with rare disease.

That the Committee shall meet on Wednesdays following Routine Proceedings until 6:00 p.m.; and

That the Committee is authorized to meet at the call of the Chair but must recess during the Oral Question period when meeting at Queen's Park; and

That the Committee shall have the authority to travel within Ontario; and

That the Committee should present an interim report to the House no later than September 30, 2016 and a final report no later than December 31, 2016; and

That in the event of, and notwithstanding, any prorogation of the House before the presentation of the Committee's final report, the Committee should be deemed to be continued to the subsequent session or sessions and may continue to meet during any such prorogation; and

That, notwithstanding Standing Order 113(a), the Committee shall be composed of six members from the government, one of whom shall be the Chair, two members from the official opposition, one of whom shall be the Vice-Chair, and one member from the third party;

That the chief whip of each of the recognized parties should indicate in writing to the Clerk of the House, their party's membership on the Committee by March 10, 2016.

1. Mr. Fedeli — Whereas, the 2016 Ontario Budget is soon to be introduced in the Legislature;

Whereas, hydro bills have continued to skyrocket across the province, making it harder for seniors and families to get by;

Whereas the cost of the Liberal government's scandals, waste and mismanagement is taking away funding for essential services;

Whereas, the Liberal government's cuts to front line healthcare means Ontario's patients are being denied the quality healthcare they deserve; and

Whereas, the Liberal government has no credible plan to balance the budget.

The Legislative Assembly of Ontario calls on the Liberal Government to include the following in the 2016 Ontario Budget:

1. a credible plan to make energy affordable, which shall include halting any further sale of shares in Hydro One;

2. a plan to properly manage Ontario's health care system which shall include reversing the current and planned cuts to doctors, nurses and hospitals and;

3. a credible plan to balance the budget and take immediate action to pay down the debt.

Mr. Arnott — That, in the opinion of this House, the Minister of Transportation should prioritize the Highway 6 Morriston Bypass project by placing it on the Southern Highways Program, the Ministry's five-year investment plan in highway construction for Southern Ontario; and in the short term, support immediate measures to calm highway traffic though Morriston in the Township of Puslinch. Mr. Arnott — That, in the opinion of this House, the Minister of Transportation should immediately move forward to fulfill the Government's commitment to provide full day, two way GO Transit train service on the Kitchener Line between Waterloo Region and the GTA with stops in Wellington-Halton Hills. 3. Mr. Arnott — That, in the opinion of this House, the Government should develop a strategy to ensure that all Ontarians have access to affordable, reliable, high speed internet; and work collaboratively with the Western Ontario Warden's Caucus and the Federal Government to achieve this goal through the development of public/private partnerships. Mr. Clark — That, in the opinion of this House, the Minister of Health and Long-Term Care should immediately consider all options to remove the cost of mandatory water testing from non-profit organizations that operate Small Drinking Water Systems; and further that these options include having tests conducted at no charge by local public health units, as is now the case for rural homeowners. Mr. Singh — That in the opinion of this House, the government should move immediately to prevent predatory practices by payday loan companies by: banning gift card exchanges at exorbitant rates; capping fees charged on a payday loan at $15 per $100; and increase enforcement against payday loan companies that violate the Payday Loan Act. Mr. Pettapiece — That, in the opinion of this House, the government should respect the will of municipalities across Ontario, and respect the resolution passed in this House by all parties on February 27, 2014, by implementing a comprehensive, long-term solution to reform the joint and several liability model, addressing the alarming rise in insurance premiums due to rising litigation and claim costs. Mr. Hillier — That, in the opinion of this House, the government must recognize the need to continue on with the business of the prior session of the House with regards to Bill 16, the Public Safety Related to Dogs Statute Law Amendment Act, 2011 of the first session of the fortieth Parliament of the Legislative Assembly of Ontario, resurrect Bill 16 in the form it was in on the 10th of May 2012, that is Ordered for Third Reading, and call the Bill for Third Reading in the House. Mr. Hillier — That, in the opinion of this House, the College of Physicians should recognize the impact of Chronic Lyme disease on people in Ontario and free physicians to use their best judgment in treating patients with Chronic Lyme disease, including the prescribing of a regimen of antibiotic treatment beyond the current, recommended guidelines without fear of reprimand. 22. Mr. Hillier — That, in the opinion of this House, the Canadian Charter of Rights and Freedoms should be amended to enshrine property rights for Ontarians, as follows:-

1. The following section is inserted after section 7:

7.1 (1) In Ontario, everyone has the right not to be deprived, by any Act of the Legislative Assembly or by any action taken under authority of an Act of the Legislative Assembly, of the title, use, or enjoyment of real property or of any right attached to real property, or of any improvement made to or upon real property, unless made whole by means of full, just and timely financial compensation.

(2) Subsection (1) refers to any Act of the Legislative Assembly made before or after the coming into force of this section.

2. This Amendment may be cited as the Constitution Amendment, 2012 (No Expropriation in Ontario without Compensation), and reference to the Constitution Acts, 1867 to 1982 shall be deemed to include a reference to the Constitution Amendment, 2012 (No Expropriation in Ontario without Compensation). 23. Mr. Hillier — That, in the opinion of this House, the House recommends to the Standing Committee on the Legislative Assembly that the Standing Orders and practices of this House be changed to require night sittings in the last two weeks of every session reserved for private members' public bills which await Third Reading and that their Third Reading be compelled in those reserved times. Any of the co-sponsors shall be entitled to move the motions for Second or Third Reading of the bill.
