Ms. Horwath — Whereas the government of Canada has failed to provide predictable funding to develop and deliver affordable, accessible, and high quality early childhood education and childcare programs in Ontario;

Whereas families pay monthly fees of $1152 on average for one childcare spot in Ontario compared to $152 per month in the province of Quebec;

Whereas investing in high quality childcare will reduce the stress on families; benefit children's development and future academic success; allow more parents to reenter the work force, retrain or go to school; reduce dependence on social assistance; reduce poverty; and will bring $1.75 in return for every dollar invested by our government;

Whereas families, businesses and the economy at large will benefit from investing in our early childhood education and childcare programs;

Therefore, in the opinion of this House, this province should partner with the Federal Government to ensure that every parent in Ontario has access to childcare at a cost of no more than $15 a day per child. Addressed to the Premier.

8. Deferred vote on the motion relating to the time allocation of Bill 8, An Act to promote public sector and MPP accountability and transparency by enacting the Broader Public Sector Executive Compensation Act, 2014, as follows:-

That, pursuant to Standing Order 47 and notwithstanding any other Standing Order or Special Order of the House relating to Bill 8, An Act to promote public sector and MPP accountability and transparency by enacting the Broader Public Sector Executive Compensation Act, 2014, when the Bill is next called as a Government Order, the Speaker shall put every question necessary to dispose of the Second Reading stage of the Bill without further debate or amendment and at such time the Bill shall be Ordered referred to the Standing Committee on General Government; and,

That the Standing Committee on General Government be authorized to meet on Monday, November 24, 2014, from 2:00 p.m. to 6:00 p.m., and Wednesday, November 26, 2014, from 1:00 p.m. to 3:00 p.m. and 4:00 p.m. to 6:00 p.m., for the purpose of public hearings on the Bill; and

That the Clerk of the Committee, in consultation with the Committee Chair, be authorized to arrange the following with regard to Bill 8:

• Notice of public hearings on the Ontario Parliamentary Channel, the Legislative Assembly's website and Canada NewsWire;

• Witnesses are scheduled on a first-come first-served basis;

• Each witness will receive up to 5 minutes for their presentation followed by 9 minutes for questions from committee members;

• The deadline for written submissions is 6:00 p.m. on the second day of public hearings;

That the deadline for filing amendments to the Bill with the Clerk of the Committee shall be 3:00 p.m. on Thursday, November 27, 2014;and

That the Committee be authorized to meet for the purpose of clause-by-clause consideration of the Bill on Monday, December 1, 2014 from 2:00 p.m. to 6:00 p.m. and 6:30 p.m. to 9:30 p.m., and Wednesday, December 3, 2014 from 9:00 a.m. to 10:15 a.m., 1:00 p.m. to 3:00 p.m., 4:00 p.m. to 6:00 p.m., and 6:30 p.m. to 12:00 Midnight for the purpose of clause-by-clause consideration; and

On Monday, December 1, 2014, at 3:00 p.m., those amendments which have not yet been moved shall be deemed to have been moved, and the Chair of the Committee shall interrupt the proceedings and shall, without further debate or amendment, put every question necessary to dispose of all remaining sections of the Bill and any amendments thereto. Any division required shall be deferred until all remaining questions have been put and taken in succession with one 20-minute waiting period allowed pursuant to Standing Order 129(a); and

That the Committee shall report the Bill to the House no later than Thursday, December 4, 2014. In the event that the Committee fails to report the Bill on that day, the Bill shall be deemed to be passed by the Committee and shall be deemed to be reported to and received by the House; and

That, upon receiving the report of the Standing Committee on General Government, the Speaker shall put the question for adoption of the report forthwith, and at such time the Bill shall be Ordered for Third Reading, which Order may be called that same day; and

That, when the Order for Third Reading of the Bill is called, two hours shall be allotted to the Third Reading stage of the Bill, apportioned equally among the recognized parties. At the end of this time, the Speaker shall interrupt the proceedings and shall put every question necessary to dispose of this stage of the Bill without further debate or amendment; and

The votes on Second and Third Reading may be deferred pursuant to Standing Order 28(h); and

1. Mr. Arnott — That, in the opinion of this House, the Minister of Transportation should prioritize the Highway 6 Morriston Bypass project by placing it on the Southern Highways Program, the Ministry's five-year investment plan in highway construction for Southern Ontario; and in the short term, support immediate measures to calm highway traffic though Morriston in the Township of Puslinch. 2. Mr. Arnott — That, in the opinion of this House, the Minister of Transportation should immediately move forward to fulfill the Government's commitment to provide full day, two way GO Transit train service on the Kitchener Line between Waterloo Region and the GTA with stops in Wellington-Halton Hills. 3. Mr. Arnott — That, in the opinion of this House, the Government should develop a strategy to ensure that all Ontarians have access to affordable, reliable, high speed internet; and work collaboratively with the Western Ontario Warden's Caucus and the Federal Government to achieve this goal through the development of public/private partnerships. 4. Mr. Clark — That, in the opinion of this House, the Minister of Health and Long-Term Care should immediately consider all options to remove the cost of mandatory water testing from non-profit organizations that operate Small Drinking Water Systems; and further that these options include having tests conducted at no charge by local public health units, as is now the case for rural homeowners. 5. Mr. Clark — That, in the opinion of this House, to express the gratitude all Ontarians feel, the Lieutenant Governor's Military Service Pin should be established to recognize the sacrifices of Ontarians who have served, or are serving, in Canada's armed forces with valour and distinction in conflicts around the world to uphold the values of liberty, justice and peace that we all hold dear; and that the pin should be designed to be worn on civilian clothing in order that those who have served may be recognized when they are not in uniform.
