Bill 19, An Act to amend the Residential Tenancies Act, 2006 in respect of the rent increase guideline. Hon. Ms. Wynne.

Bill 20, An Act to amend the Building Code Act, 1992 to require carbon monoxide detectors in certain residential buildings. Mr. Hardeman.

Projet de loi 20, Loi modifiant la Loi de 1992 sur le code du bâtiment pour exiger l’installation de détecteurs de monoxyde de carbone dans certains immeubles d’habitation. M. Hardeman.

Bill 21, An Act to amend the Substitute Decisions Act, 1992 with respect to powers of attorney. Mr. O’Toole.

Debate was resumed on the Amendment to the motion for an Address in Reply to the Speech of His Honour the Lieutenant Governor at the Opening of the Session.

Le débat reprend sur l'amendement à la motion portant l’Adresse en réponse au discours prononcé par Son Honneur le lieutenant-gouverneur à l’ouverture de la session.

At 5:50 p.m., pursuant to Standing Order 42(a), the Acting Speaker (Mr. Arnott) interrupted the proceedings and announced that there had been 12 hours of debate on the motion for an Address in Reply to the Speech from the Throne, and the question would now be put.

On November 23, 2011, Mr. Coteau moved, seconded by Mrs. Sandals, that an humble Address be presented to His Honour the Lieutenant Governor as follows:

To the Honourable David C. Onley, Lieutenant Governor of Ontario:

“We, Her Majesty's most dutiful and loyal subjects, the Legislative Assembly of the Province of Ontario, now assembled, beg leave to thank Your Honour for the gracious speech Your Honour has been pleased to address to us at the opening of the present Session.”

On November 23, 2011, Mr. Hudak moved,

That the motion be amended by adding the following thereto:-

“However, this House asks that the government create a legislated mandatory wage freeze to control the cost and size of government and reform apprenticeship ratios to create 200,000 jobs in the Province of Ontario.”

The question having been put on the amendment, the Acting Speaker declared his opinion that the Nays had it, and a recorded vote having been demanded,

The Acting Speaker directed that the Members be called in, for which purpose the division bells were rung.

During the ringing of the bells, the Acting Speaker addressed the House as follows:-

I have received a request from the Chief Government Whip, under Standing Order 28(h), that the vote on the amendment to the motion on the Throne Speech be deferred until December 7, 2011.

J'ai reçu une requête du Whip en chef du gouvernement, conformément à l'article 28 h) du Règlement, que le vote sur l’amendement à la motion portant l’Adresse en réponse au discours prononcé par Son Honneur le lieutenant-gouverneur, soit différé jusqu'au 7 décembre 2011.

Therefore the vote is accordingly deferred.

En conséquence, le vote est différé.

Debate was resumed on the motion for Second Reading of Bill 2, An Act to amend the Taxation Act, 2007 to implement a healthy homes renovation tax credit.

Le débat reprend sur la motion portant deuxième lecture du projet de loi 2, Loi modifiant la Loi de 2007 sur les impôts en vue de mettre en œuvre le crédit d’impôt pour l’aménagement du logement axé sur le bien-être.

After some time, the House then adjourned at 6:00 p.m.
