After some time, there being no further debate, the question having been put, the Deputy Speaker declared his opinion that the Ayes had it, and a recorded vote having been demanded, the Deputy Speaker then addressed the House as follows:-

I beg to inform the House that, pursuant to Standing Order 98(c), changes have been made to the Order of Precedence on the ballot list for Private Members' Public Business, such that:-

Ms. Horwath assumes ballot item number 19 and Mr. Hampton assumes ballot item number 28 and; Mr. Arnott assumes ballot item 16 and Mr. Shurman assumes ballot item 73.

The Speaker delivered the following ruling:-

I want to draw to Members' attention that a co-sponsored bill appears on the Orders and Notices Paper that contravenes Standing Order 52, which states, "No motion, or amendment, the subject-matter of which has been decided upon, can be again proposed during the same Session."

Bill 171, An Act to provide property tax deferrals to low-income seniors and low-income persons with disabilities, standing in the name of Mr. Shurman, Mr. Kormos and Mr. Sergio, is substantially the same as Bill 78, which was lost on Second Reading earlier in this Session.

Therefore, as was the case yesterday with respect to Mr. Yakabuski's Bill 174, I find Bill 171 to be out of order and have directed that it be removed from the Order Paper.
