Occupational Safety and Health Day Act, 2021 Loi de 2021 sur la Journée de la sécurité et de la santé au travail

The committee met at 0904 in committee room 2 and by video conference.

Occupational Safety and Health Day Act, 2021 Loi de 2021 sur la Journée de la sécurité et de la santé au travail

Consideration of the following bill:

Bill 152, An Act to proclaim Occupational Safety and Health Day / Projet de loi 152, Loi proclamant la Journée de la sécurité et de la santé au travail.

The Chair (Mr. Deepak Anand): Ladies and gentlemen, the Standing Committee on Social Policy will now come to order. We are here for clause-by-clause consideration of Bill 152, An Act to proclaim Occupational Safety and Health Day.

We have MPP Wayne Gates and MPP Robin Martin in the room. At the same time, we have the following members present through Zoom: MPP Aris Babikian, MPP Amy Fee, MPP Mike Harris, MPP Belinda Karahalios, MPP Bhutila Karpoche, MPP Natalia Kusendova, MPP Effie Triantafilopoulos and MPP Jane McKenna.

We are joined by Navdeep Purewal from the office of legislative counsel, as well as staff from Hansard and broadcast and recording.

To make sure that everyone can follow along, it is important that all participants speak slowly and clearly. Please wait until I recognize you before starting to speak. Since it could take a little time for your audio and video to come up after I recognize you, please take a brief pause before beginning. As always, all comments should go through the Chair.

We’re going to go through the voting process again. When we do votes during today’s meeting, it will be through a show of hands. I will start by asking, unless someone specifically asks for a recorded vote, whether the members are ready to vote. The breakdown of the vote will not show up in Hansard. If there is any member who is calling in by phone or if they don’t have video capability, which is not the case right now, we will process with roll call votes.

Any questions at this time? Seeing none, at this time we will now begin clause-by-clause consideration.

Before I start clause-by-clause consideration, are there any comments, questions or amendments to any sections of the bill? If so, please let us know now. Seeing none, we are good to go to section 1.

Section 1, “Occupational Safety and Health Day”: Is there any debate on section 1? Seeing none, are the members ready to vote? Yes? Okay. All those in favour, please raise your hands. All those opposed, please raise your hands.

MPP Karpoche, we cannot see whether you are in favour or against, so can you kindly put your video on? Thank you so much. I’m just going to ask you—the rest of the members have already shown their answers—so if you’re in favour, please raise your hand. If you are opposed, please raise your hand. Okay. Thank you so much.

Based on that, I declare section 1 carried.

Moving over to section 2, “Commencement”: Is there any debate? Seeing none, are the members ready to vote? All those in favour, please raise your hands. All those opposed, please raise your hands. Based on the vote, I declare the commencement section carried.

At this time, we will be voting on the short title. Is there any debate? Seeing none, are the members ready to vote? Okay. All those in favour, please raise your hands. All those opposed, please raise your hands. Based on the votes, I declare the short title carried.

We’re moving over to the preamble. At this time, I will be asking the members, shall the preamble of the bill be carried? Any debate? Seeing none, are the members ready to vote? Yes? All those in favour, please raise your hands. All those opposed, please raise your hands. I declare the preamble of the bill carried.

Moving over to the title, at this time I will be asking, shall the title of the bill be carried? On this section, any debate? Seeing none, are the members ready to vote? Yes? All those in favour, please raise your hands. All those opposed, please raise your hands. I declare the title of the bill carried.

At this time, I will be asking the members, shall Bill 152 be carried as a whole? Any debate? Seeing none, are the members ready to vote? Yes? All those in favour, please raise your hands. All those opposed, please raise your hands. Seeing that, I declare that Bill 152 be carried.

At this time, I will be asking all the members: Shall I report the bill to the House? Is there any debate? Seeing none, are the members ready to vote? Thanks for that nod. All those in favour, please raise your hands. All those opposed, please raise your hands. Considering the vote, I declare that I will be reporting the bill to the House.

Congratulations, MPP McKenna, on Bill 152.

That concludes our business for today. Thanks for your co-operation. The committee is now adjourned.

The committee adjourned at 0911.
