Whereas the Ministry of Health and Long-Term Care has an annual budget of almost $43-billion, the largest of any Ministry; Whereas the Auditor General in his report on the Electronic Health Initiative explicitly said, "Throughout the years, oversight of the EHR initiative has not been effective"; Whereas the MOHLTC transfers more than $14-billion to hospitals and almost $3-billion to long-term care facilities; Whereas neither hospitals nor long-term care facilities are subject to Ombudsman oversight nor are they covered by the Freedom of Information and Protection of Privacy Act; and Whereas in a number of other provinces, hospitals and long-term care facilities are subject to Ombudsman oversight and are covered by Freedom of Information legislation; That, in the opinion of this House, the Government of Ontario should act immediately to ensure that all MOHLTC transfer payment agencies, LHINs and all MOHLTC-funded agencies, boards and commissions are subject to Ombudsman oversight and are covered by the Freedom of Information and Protection of Privacy Act. |
