ORDER IN COUNCIL

On the recommendation of the undersigned, the Lieutenant Governor of Ontario, by and with the advice and concurrence of the Executive Council of Ontario, orders that:

Whereas the First Session of the 43rd Parliament of the Province of Ontario is currently adjourned until 9:00 o’clock in the morning of November 1, 2022,

Pursuant to Standing Order Number 11(a) of the Legislative Assembly of Ontario, the Speaker be advised that it is deemed that the public interest requires the Assembly to reconvene at an earlier time during the adjournment than 9:00 o’clock in the morning of November 1, 2022,

And that the Speaker be requested to give notice accordingly to reconvene the First Session of the 43rd Parliament of the Province of Ontario at 5:00 o’clock in the morning on Tuesday, the 1st day of November, 2022.

Attendu que la première session de la 43e Législature de la province de l’Ontario est actuellement ajournée jusqu’au 9 h 00 du matin le 1er novembre 2022;

Attendu que, conformément à l’article 11 a) du Règlement de l’Assemblée législative de l’Ontario, le président soit avisé que l’intérêt public exige que l’Assemblée reprenne ses travaux plus tôt pendant l’ajournement que 9 h 00 du matin le 1er novembre 2022;

Et qu’il soit demandé au président de donner avis en conséquence pour reprendre les travaux de la première session de la 43e Législature de la province de l’Ontario à 5 h 00 du matin le mardi 1er novembre 2022.

In accordance with the provisions of Standing Order 11(a), having been advised by the Government that the public interest requires that the House should meet at an earlier time during the adjournment, I hereby give notice that the Legislative Assembly shall meet on Tuesday, November 1, 2022, at 5:00 a.m., to transact the business of the House.

Whereas both Ontario Works (OW) and Ontario Disability Support Program (ODSP) recipients live in legislated deep poverty; and 

Whereas people on fixed incomes are forced to make untenable choices between buying food and paying rent just to survive and the Ford government's meager $58-increase to ODSP rates and freezing of OW rates at $733/month do not keep pace with the actual cost of living; and 

Whereas inflation is at a forty-year-high, groceries are more expensive than ever, and basic expenses like hydro and gas bills continue to increase; and 

Whereas average rents alone are significantly more than the entire monthly payments received by social assistance recipients, and affordable housing wait lists in some communities are up to 10 years' long and even longer for people who need supportive housing; and 

Whereas the Ford government's current approach to social assistance rates is untenable and denies recipients a dignified life; 

Therefore, the Legislative Assembly calls on the Ford government to immediately double Ontario Works and Ontario Disability Support Program payments to recipients as part of an overall strategy to reduce poverty in Ontario.

Debate resumed, during which the Acting Speaker (Lucille Collard) interrupted the proceedings and announced that there had been six and one-half hours of debate and that the debate would be deemed adjourned.

Le débat a repris. La Présidente suppléante (Lucille Collard) a interrompu les travaux et a annoncé qu’il y avait eu six heures et demie de débat et que le débat serait réputé ajourné.

The Minister of Colleges and Universities directed that the debate should continue.

That, in the opinion of this House, the Government of Ontario should continue to build on the progress that they've made working with the College of Nurses of Ontario and Ontario Health to expand the supervised practice experience partnership program, and to reduce the financial barriers that may be stopping some internationally educated nurses from receiving accreditation, and the number of Internationally Educated Nurses accredited annually should be posted.
