Ms. Khanjin moved,

Mme Khanjin propose,

That, pursuant to Standing Order 50 and notwithstanding any other Standing Order or special Order of the House relating to Bill 213, An Act to reduce burdens on people and businesses by enacting, amending and repealing various Acts and revoking a regulation;

That the Standing Committee on General Government be authorized to meet on Friday, November 27, 2020 from 9:00 a.m. until 10:00 a.m. to receive a 15-minute opening statement on the Bill by the Associate Minister of Small Business and Red Tape Reduction, followed by 45 minutes of question and answer divided into three rounds of 6 minutes for the Government Members, three rounds of 6 minutes for the Official Opposition Members, and two rounds of 4.5 minutes for the Independent Member of the Committee; and

That the Committee be authorized to meet at the following times, for the purpose of public hearings:

• on Friday, November 27, 2020 from 10:00 a.m. until 12:00 noon and from 1:00 p.m. until 6:00 p.m.; and

• on Monday, November 30, 2020 from 9:00 a.m. until 10:00 a.m. and from 1:00 p.m. until 6:00 p.m.; and

That the Clerk of the Standing Committee on General Government, in consultation with the Committee Chair, be authorized to arrange the following with regard to the Bill:

• That the deadline for requests to appear be 5:00 p.m. on Wednesday, November 25, 2020; and

• That the Clerk of the Committee provide a list of all interested presenters to each member of the Sub-committee and their designate following the deadline for requests to appear; and

• That each member of the Sub-committee or their designate provide the Clerk of the Committee with a prioritized list of presenters to be scheduled, chosen from the list of all interested presenters, by 9:00 a.m. on Thursday, November 26, 2020;and

• That witnesses shall be scheduled in groups of three for each one-hour time slot, with each presenter allotted 7 minutes for an opening statement followed by 39 minutes of questioning for all three witnesses, divided into two rounds of 7.5 minutes for the Government Members, two rounds of 7.5 minutes for the Official Opposition Members, and two rounds of 4.5 minutes for the Independent Member of the Committee; and

• That the deadline for written submissions be 7:00 p.m. on Monday, November 30, 2020; and

• That the deadline for filing amendments to the Bill with the Clerk of the Committee shall be 5:00 p.m. on Tuesday, December 1, 2020; and

That the Committee be authorized to meet on Wednesday, December 2, 2020 from 9:00 a.m. until 10:15 a.m. and from 1:00 p.m. until 6:00 p.m., for the purpose of clause-by-clause consideration of the Bill; and

That on Wednesday, December 2, 2020 at 4:00 p.m., those amendments which have not yet been moved shall be deemed to have been moved, and the Chair of the Committee shall interrupt the proceedings and shall, without further debate or amendment, put every question necessary to dispose of all remaining sections of the Bill and any amendments thereto; and at this time, the Chair shall allow one 20-minute waiting period, if requested by a member of the Committee, pursuant to Standing Order 132(a); and

That the Committee shall report the Bill to the House no later than Thursday, December 3, 2020 and if the Committee fails to report the Bill on that day, the Bill shall be deemed passed by the Committee and shall be deemed reported to and received by the House; and

That upon receiving the report of the Standing Committee on General Government, the Speaker shall put the question for adoption of the report forthwith, and at such time the Bill shall be ordered for Third Reading, which Order may be called the same day; and

That, when the Order for Third Reading of Bill 213 is called, two hours of debate shall be allotted to the Third Reading stage of the Bill with 50 minutes allotted to the Government Members, 50 minutes allotted to the Official Opposition Members, and 20 minutes allotted to the Independent Members as a group; and at the end of this time, the Speaker shall interrupt the proceedings and shall put every question necessary to dispose of this stage of the Bill without further debate or amendment. That an humble Address be presented to the Lieutenant Governor in Council as follows:-

“We, Her Majesty’s most dutiful and loyal subjects, the Legislative Assembly of the Province of Ontario, now assembled, request the reappointment of Dr. David Williams as Chief Medical Officer of Health for the Province of Ontario as provided in Section 81 (1.1) of the Health Protection and Promotion Act, to hold office under the terms and conditions of the said Act, commencing February 16, 2021 until September 1, 2021.”;

And that the Address be engrossed and presented to the Lieutenant Governor in Council by the Speaker.

That the motion be amended by deleting everything after the first “That” and replacing with the following:

“an all-party Committee of the Legislature be appointed to review the proposed reappointment of Dr. David Williams as Chief Medical Officer of Health for the Province of Ontario; and

That the Committee shall have a membership of up to eight Members, comprised as follows:

• four Members of the Government party

• two Members of the Official Opposition

• two Independent Members; and

That the Committee be chaired by the Speaker who is a non-voting member; and

That the deadline for indicating Committee membership with the Clerk of the House shall be Friday December 4, 2020; and

That the Committee shall meet at the call of the Chair; and

That the Committee shall present, or if the House is not meeting, release by depositing with the Clerk of the Assembly, its final report by December 16, 2020.”

Debate arose and after some time the House adjourned at 12:00 midnight.
