Debate was resumed on the amendment to the amendment to the motion by Mr. Conway arising from the Speaker's ruling of May 8, 2003.

The question then having been put on the motion by Mr. Conway arising from the Speaker's ruling of May 8, 2003, "That this House declares that it is the undoubted right of the Legislative Assembly, in Parliament assembled, to be the first recipient of the Budget of Ontario", the Acting Speaker
(Mr. Brown) declared his opinion that the Nays had it, and a recorded vote having been demanded,

Ensuite, la motion émanant de M. Conway à la suite de la décision du Président le 8 mai 2003, "That this House declares that it is the undoubted right of the Legislative Assembly, in Parliament assembled, to be the first recipient of the Budget of Ontario", étant mise aux voix, le Président par intérim, M. Brown déclare qu'à son avis les voix opposées l'emportent et un vote par appel nominal a été demandé.

The Acting Speaker directed that the Members be called in, for which purpose the division bells were rung.

Le Président par intérim donne des directives pour convoquer les députés et la sonnerie d'appel se fait entendre.

During the ringing of the bells, the Acting Speaker addressed the House as follows:-

I have received a request from the Chief Whip of the New Democratic Party, under Standing Order 28(h), that the vote on the motion by Mr. Conway arising from the Speaker's ruling of May 8, 2003, be deferred until May 21, 2003.

J'ai reçu une requête du Whip en chef du Nouveau Parti Démocratique, conformément à l'article 28(h) du Règlement, que le vote sur la motion émanant de M. Conway à la suite de la décision du Président le 8 mai 2003, soit différé jusqu'au 21 mai 2003.

Therefore the vote is accordingly deferred.

En conséquence, le vote est différé.

Mr. Hampton moved,

M. Hampton propose,

Be it resolved that in the opinion of this House the Government must act immediately to eliminate the severe hardship it has caused to customers of Great Lakes Power in Wawa and elsewhere as a direct result of electricity deregulation.

The Government must deliver immediate assistance to compensate the affected customers in full for the extra transmission and distribution costs they have paid as a result of deregulation. This must nullify the order that the affected customers pay based on cost of service and ensure that from now on they pay the same regulated rate as they paid prior to deregulation.

The Government must also implement the NDP Plan for Public Power and bring an end to electricity deregulation and privatization which is costing hundreds if not thousands of jobs in electricity-dependent sectors across Northern Ontario.

This House supports the NDP Plan which includes ending privatization and closing the wholesale electricity market while regulating the rate for the electricity commodity on the basis of power-at-cost and pursuing an aggressive program of energy conservation and renewable power development. Premier of Ontario.
