Mr. Sterling - Resolution - That, in the opinion of this House, in response to the nearly $30 billion Employment Insurance surplus and to prevent the payroll tax increase currently scheduled for January 1, 2000, the Federal Government must create jobs by reducing job-killing payroll taxes, including the introduction of a significant cut to EI premiums to at least $2 per $100 of insurable earnings. Mr. Hampton - Resolution - That this House express its concern for the increasing number of Ontario children living in poverty and seek to achieve the goal of eliminating poverty among Ontario children by adopting the recommendations of Ontario Campaign 2000. Filed on December 1, 1999.

Mr. Arnott - Resolution - That, in the opinion of this House, the Government of Canada should take immediate action to fully restore the Canada Health and Social Transfer to 1994-95 levels, and work to establish a fair funding approach which ensures that these cash transfers increase to keep pace with future cost pressures faced by provincial governments in their delivery of health services, post secondary education, and social services. Filed on December 13, 1999.

Mr. Hampton - Resolution - Be it resolved that,

1) this Assembly deplores the continuing violations of human rights in Burma, including extrajudicial and arbitrary executions, rape, torture, inhumane treatment, mass arrests, forced labour, forced relocation, and denial of freedom of expression, assembly, association, and movement, as reported by the UN Human Rights Special Rapporteur.

2) these human rights abuses in Burma are the result of policy at the highest level and the
regime's officials bear political and legal responsibility for them.

3) this Assembly urges the military regime in Burma to:

a) immediately and unconditionally release all detained political leaders and political prisoners, to ensure their physical integrity and to permit them to participate in the process of national reconciliation;

b) repeal all regressive laws;

c) stop all the violations of human rights and in particular the unlawful coercion against the National League for Democracy (NLD) members leading to surrendering of their membership and the closure of NLD offices; and

d) immediately initiate a substantive political dialogue with the Committee Representing the People's Parliament before there is further violent upheaval in Burma.

4) this Assembly condemns the State Peace and Development Council (formerly named the State Law and Order Restoration Council) for:

a) openly encouraging the production, trade and export of opium and heroin into North America; and

b) racially-motivated genocide against the ethnic peoples in Burma, especially those in Karen, Karenni and Shan States; and

5) this Assembly urges the Government of Canada to:

a) recognize as the legitimate instrument of the will of the Burmese people the Committee Representing the People's Parliament formed by the National League for Democracy on 15 September 1998 as acquiring the legal authority of 251 MPs and support of the four non-Burman ethnic political parties;

b) take all necessary action to achieve coordinated international action in support of the restoration of human rights in Burma;

c) appeal to the UN Secretary-General to send a special envoy to Burma to continue discussions with the leaders of the military regime as well as with Daw Aung San Suu Kyi and other leaders in order to make significant advances towards the democratization of Burma. Filed on December 15, 1999.

Mr. Bryant - Enquiry of the Ministry - Would the Attorney General provide specific details of the Ministry's funding for security to Ontario's courthouses and in particular, specific details of the Ministry's funding for alarm systems and after-hour security in Ontario's courthouses for each year for the period from June 5, 1995, to the date of the Ministry's response to this question. Mr. Bryant - Enquiry of the Ministry - Would the Attorney General provide specific information concerning the employees of the Family Responsibility Office ("FRO") and its predecessor, dating from June 5, 1995, through to the date of the Ministry's response to this question, including, i) itemize all positions (i.e. administrative, caseworker, legal counsel) or categories of employees at the FRO and its predecessor, for each year covered by the relevant period; ii) provide a description of the duties and responsibilities for each category of employee; iii) provide specific data as to the number of each category of employee, employed by the FRO and its predecessor for each year covered by the relevant period; and iv) provide specific data as to the number of open files or cases handled by each category of employee involved in case work for each year covered by the relevant period. Ms. Churley - Enquiry of the Ministry - Would the Minister of Community and Social Services indicate the number of people receiving ODSP benefits as of November 16, 1999 and the number of disabled people receiving benefits under the Family Benefits Program for the years 1993 through 1998. Ms. Churley - Enquiry of the Ministry - Would the Minister of Community and Social Services indicate the number of people who are granted benefits under the ODSP upon receipt of one's application and the number who are denied at this stage. November 22, 1999.

Mr. Lalonde - Enquiry of the Ministry - Would the Minister of Health supply the following information:- (a) the exact number of ambulance bases in Ontario; (b) the location of all ambulance bases in Ontario; (c) the number of ambulance bases that provide 24 hour service, 7 days a week; and (d) details of hours of service for the remaining bases. Mr. Lalonde - Enquiry of the Ministry - Would the Minister of Natural Resources advise of the exact amount owed, if any, to the Province of Ontario for the transfer of the Larose Forest to the United Counties of Prescott and Russell and also advise when Prescott and Russell may expect to have clear title to this land.
