EXPLANATORY NOTE
The Bill enacts the Foreign Credentials Advisory Committee Act, 2022.
The Bill establishes the Foreign Credentials Advisory Committee to review the legislation and other rules that govern the recognition of foreign credentials in Ontario, make recommendations on how to improve the recognition of foreign credentials in Ontario and make any other recommendations to make Ontario more prosperous and more inclusive with respect to the recognition of foreign credentials.
The Committee is required to provide its recommendations in a report to the Minister of Labour, Immigration, Training and Skills Development, which must be tabled in the Assembly and published on a government website.

An Act to establish an advisory committee for foreign credentials
Her Majesty, by and with the advice and consent of the Legislative Assembly of the Province of Ontario, enacts as follows:
Definition
1 In this Act,
“Committee” means the advisory committee established under subsection 2 (1).
Advisory committee
2 (1) An advisory committee is established under the name Foreign Credentials Advisory Committee in English and Comité consultatif des titres de compétence acquis à l’étranger in French.
Membership
(2) The Committee shall be composed of no more than 12 members and shall consist of the following:
1. Three persons appointed by the Minister of Citizenship and Multiculturalism.
2. Three persons appointed by the Minister of Colleges and Universities.
3. Three persons appointed by the Minister of Economic Development, Job Creation and Trade.
4. Three persons appointed by the Minister of Labour, Immigration, Training and Skills Development.
Chair
(3) The Minister of Labour, Immigration, Training and Skills Development shall designate one of the members of the Committee as the chair of the Committee.
Rules
(4) The Committee may make rules governing the conduct and administration of its affairs.
Mandate
(5) The Committee shall,
(a) review the legislation and other rules that govern the recognition of foreign credentials in Ontario;
(b) make recommendations on how to improve the recognition of foreign credentials in Ontario; and
(c) make any other recommendations to make Ontario more prosperous and more inclusive with respect to the recognition of foreign credentials.
Reports
(6) The Committee shall provide its recommendations in a report to the Minister of Labour, Immigration, Training and Skills Development within one year after the day this Act comes into force.
Publication
(7) The Minister of Labour, Immigration, Training and Skills Development shall table the report in the Assembly and shall publish the report on a Government of Ontario website.
Commencement
3 This Act comes into force on the day that is three months after the day this Act receives Royal Assent.
Short title
4 The short title of this Act is the Foreign Credentials Advisory Committee Act, 2022.
