EXPLANATORY NOTE
The Bill amends the Highway Traffic Act to require that a person complete mandatory entry-level training before obtaining a Class A or Class D licence and to require that such training include winter weather training.

An Act to amend the Highway Traffic Act
His Majesty, by and with the advice and consent of the Legislative Assembly of the Province of Ontario, enacts as follows:
1 The Highway Traffic Act is amended by adding the following section:
Training for Class A and D licences
32.0.1 (1) Before obtaining a Class A or Class D licence, as described in the Table to subsection 2 (1) of Ontario Regulation 340/94 (Drivers’ Licences) made under the Act, a person must complete the mandatory entry-level training.
Winter weather training
(2) The mandatory entry-level training shall include winter weather training that provides,
(a) a minimum of 20 hours of training on a winter weather driving simulator; and
(b) education with respect to winter weather driving.
Commencement
2 This Act comes into force on the day it receives Royal Assent.
Short title
3 The short title of this Act is the Highway Traffic Amendment Act, 2024.
