The Bill amends the Education Act to require coterminous school boards to co-operate in the provision, purchase and use of goods and services.

An Act to amend the Education Act to
require co-operation among boards
Her Majesty, by and with the advice and consent of the Legislative Assembly of the Province of Ontario, enacts as follows:
1. The Education Act is amended by adding the following section:
Definition
189.1 (1) In this section,
"board" includes The Metropolitan Toronto School Board.
Coterminous boards to co-operate
(2) Where two or more boards have the same or part of the same area of jurisdiction, the boards shall co-operate in the provision, purchase and use of goods and services.
Examples of goods
(3) The following are examples of goods to which this section applies:
1. Supplies, including but not limited to educational materials.
2. Equipment and facilities.
Examples of services
(4) The following are examples of services to which this section applies:
1. Transportation services.
2. Educational, administrative and operational support services.
Co-operation
(5) Where two or more boards are required by subsection (1) to co-operate, the boards shall use their best efforts to,
(a) identify areas in which co-operation could eliminate duplication and achieve cost savings; and
(b) develop and implement plans to co-operate in the areas identified under clause (a).
Collective agreements
(6) Nothing in this section permits the infringement of aright under a collective agreement.
Commencement
2. This Act comes into force on the day it receives Royal Assent.
Short title
3. The short title of this Act is the Education Amendment Act (Co-operation Among Boards), 1996.
