Mr. Sterling - Resolution - That, in the opinion of this House, in response to the nearly $30 billion Employment Insurance surplus and to prevent the payroll tax increase currently scheduled for January 1, 2000, the Federal Government must create jobs by reducing job-killing payroll taxes, including the introduction of a significant cut to EI premiums to at least $2 per $100 of insurable earnings. Mrs. McLeod - That this House acknowledges the crisis in the community care system across Ontario that has been created by the current Government's mismanagement and rationing; and

That this House demands that the Government take immediate action to ease the crisis by:

(1) Building long-term beds rather than simply re-announcing plans to build them in order to address the waiting list of 18,000;

(2) Adequately funding community care so that there is not only support for those discharged from hospitals `quicker and sicker' because of government cuts to hospital beds but also funds to meet the needs of the frail and elderly; and

(3) Legislating provincial standards for community care. Minister of Health. To be debated today.

Mr. Hampton - Resolution - That this House express its concern for the increasing number of Ontario children living in poverty and seek to achieve the goal of eliminating poverty among Ontario children by adopting the recommendations of Ontario Campaign 2000. Filed on December 1, 1999.

Mr. Hampton - Resolution - Be it resolved that,

1) this Assembly deplores the continuing violations of human rights in Burma, including extrajudicial and arbitrary executions, rape, torture, inhumane treatment, mass arrests, forced labour, forced relocation, and denial of freedom of expression, assembly, association, and movement, as reported by the UN Human Rights Special Rapporteur.

2) these human rights abuses in Burma are the result of policy at the highest level and the
regime's officials bear political and legal responsibility for them.

3) this Assembly urges the military regime in Burma to:

a) immediately and unconditionally release all detained political leaders and political prisoners, to ensure their physical integrity and to permit them to participate in the process of national reconciliation;

b) repeal all regressive laws;

c) stop all the violations of human rights and in particular the unlawful coercion against the National League for Democracy (NLD) members leading to surrendering of their membership and the closure of NLD offices; and

d) immediately initiate a substantive political dialogue with the Committee Representing the People's Parliament before there is further violent upheaval in Burma.

4) this Assembly condemns the State Peace and Development Council (formerly named the State Law and Order Restoration Council) for:

a) openly encouraging the production, trade and export of opium and heroin into North America; and

b) racially-motivated genocide against the ethnic peoples in Burma, especially those in Karen, Karenni and Shan States; and

5) this Assembly urges the Government of Canada to:

a) recognize as the legitimate instrument of the will of the Burmese people the Committee Representing the People's Parliament formed by the National League for Democracy on 15 September 1998 as acquiring the legal authority of 251 MPs and support of the four non-Burman ethnic political parties;

b) take all necessary action to achieve coordinated international action in support of the restoration of human rights in Burma;

c) appeal to the UN Secretary-General to send a special envoy to Burma to continue discussions with the leaders of the military regime as well as with Daw Aung San Suu Kyi and other leaders in order to make significant advances towards the democratization of Burma. Filed on December 15, 1999.

Ms. Churley - Resolution - That, in the opinion of this House, the General Government Committee reconvene to re-open consideration of the appointment of the Environmental Commissioner, and that, in arriving at its decision, the committee consider the policies of the Office, including Section 7.2 and 7.3 of the Policies and Procedures Manual of the Environmental Commissioner of Ontario which read as follows:

"The high conflict of interest threshold is more stringent for the Offices of the Provincial Legislature, such as the Environmental Commissioner, which performs an independent review of the provincial government."

"ECO employees must not participate in activities that might identify them as members or supporters of a political party."

"The following are examples of prohibited political activities:

Mr. Clark - Resolution - That, in the opinion of this House, the Government should (i) amend the Local Government Disclosure of Interest Act, 1994 by repealing clause (c) of subsection (1) of section 4 and substituting in its place, the following:- (c) shall not use his or her office to seek to influence a decision made by another person to further the member's private interest; and (ii) proclaim the Local Government Disclosure of Interest Act, 1994 in force. Mr. McGuinty - Resolution - That, in the opinion of this House, the current levels of health care funding provided by both the federal and provincial governments are insufficient to properly modernize Ontario's health care services and to provide the quality care that Ontarians need and deserve; and

Be it further resolved that this House strongly condemns both the federal and provincial governments for wasting millions of health care dollars on an advertising war when this money is needed to improve and modernize Ontario's health care services; and

Be it further resolved that this House demand that any increase in federal health funding be spent entirely on health care and be applied on top of the levels of health care funding already committed to by the province. Filed on April 3, 2000.

Mr. Hampton - Resolution - That, in the opinion of this House, the provincial and federal governments should reverse the funding cuts that have undermined the operational funding of Ontario's hospitals; and

That Hamilton's share of the increased health care dollars be used in such a way that the Henderson will remain a full acute care hospital with a 24-hour-a-day emergency room (along with the other three acute care hospitals) to serve the community of Hamilton Mountain and surrounding areas.
