EXPLANATORY NOTE
In addition to the restrictions of the Community Safety and Policing Act, 2019, a person is prohibited from being appointed as, or acting as, a police officer or special constable unless the person has successfully completed the training approved by the Minister responsible for administering that Act in the use and administration of naloxone for the purpose of blocking the effects of opioids. A person is also prohibited from acting as a First Nation Officer, the Inspector General of Policing or an inspector under that Act unless the person has successfully completed that training.

An Act with respect to the training required of police officers and others
Her Majesty, by and with the advice and consent of the Legislative Assembly of the Province of Ontario, enacts as follows:
Definitions
1 In this Act,
“First Nation Officer” and “Inspector General” have the same meaning as in the Community Safety and Policing Act, 2019; (“agent de Première Nation”, “inspecteur général”)
“Minister” means the Minister responsible for administering the Community Safety and Policing Act, 2019; (“ministre”)
“police officer” and “special constable” have the same meaning as in the Community Safety and Policing Act, 2019. (“agent de police”, “agent spécial”)
Training required of a police officer
2 (1) In addition to the restrictions of subsection 83 (1) of the Community Safety and Policing Act, 2019, no person shall be appointed as a police officer unless the person has successfully completed the training approved by the Minister in the use and administration of naloxone for the purpose of blocking the effects of opioids.
Same, acting as a police officer
(2) No person shall act as a police officer unless the person has successfully completed the training approved by the Minister in the use and administration of naloxone for the purpose of blocking the effects of opioids.
Training required of a special constable
3 (1) In addition to the restrictions of subsection 92 (1) of the Community Safety and Policing Act, 2019, no person shall be appointed as a special constable unless the person has successfully completed the training approved by the Minister in the use and administration of naloxone for the purpose of blocking the effects of opioids.
Same, acting as a special constable
(2) No person shall act as a special constable unless the person has successfully completed the training approved by the Minister in the use and administration of naloxone for the purpose of blocking the effects of opioids.
Training required of a First Nation Officer
4 No person shall act as a First Nation Officer unless the person has successfully completed the training approved by the Minister in the use and administration of naloxone for the purpose of blocking the effects of opioids.
Training required of Inspector General
5 In addition to the restrictions of subsection 102 (5) of the Community Safety and Policing Act, 2019, the Inspector General, and any deputy Inspectors General, shall not exercise any of their powers or perform any of their duties under that Act unless they have successfully completed the training approved by the Minister in the use and administration of naloxone for the purpose of blocking the effects of opioids.
Training required of inspectors
6 In addition to the restrictions of subsection 111 (3) of the Community Safety and Policing Act, 2019, an inspector appointed under subsection 111 (1) of that Act shall not exercise any powers or perform any duties under that Act unless the inspector has successfully completed the training approved by the Minister in the use and administration of naloxone for the purpose of blocking the effects of opioids.
Commencement
7 This Act comes into force on a day to be named by proclamation of the Lieutenant Governor.
Short title
8 The short title of this Act is the Mandatory Police Training Act, 2019.
