Election of Chair
The Clerk of the Committee (Mr. Isaiah Thorning): Good afternoon, honourable members. It is my duty to call upon you to elect a Chair. Are there any nominations? MPP Skelly.
Ms. Donna Skelly: Thank you, Mr. Chair. I nominate Ms. Scott as the Chair of the committee.
The Clerk of the Committee (Mr. Isaiah Thorning): Thank you. Do you accept the nomination?
Ms. Laurie Scott: I accept.
The Clerk of the Committee (Mr. Isaiah Thorning): Are there any further nominations? There being no further nominations, I declare the nominations closed and MPP Scott elected Chair.
The Chair (Ms. Laurie Scott): Thank you very much, everyone. I appreciate being elected Chair and your support.
Election of Vice-Chair
The Chair (Ms. Laurie Scott): Before we proceed with the election of the Vice-Chair, I would like to draw your attention to standing order 119(d): “When there are two recognized parties, where the Chair of a standing committee is a member of the party forming the government, the Vice-Chair shall be a member of a recognized party in opposition to the government or an independent member.”
It is now my duty to entertain a motion for Vice-Chair. Are there any motions? Ms. Bell.
Ms. Jessica Bell: I move that Mr. Harden be appointed Vice-Chair of the committee.
The Chair (Ms. Laurie Scott): MPP Bell has moved a motion. Is there any debate? Seeing none, are the members ready to vote? Shall the motion carry? All those in favour, please raise your hands. All those opposed, please raise your hands. The motion is accordingly lost.
Are there any further motions for Vice-Chair? MPP Skelly.
Ms. Donna Skelly: I move that Ms. Lindo be appointed as Vice-Chair of the committee.

Appointment of subcommittee
The Chair (Ms. Laurie Scott): I will now entertain a motion for the appointment of the subcommittee. Who will move this motion? MPP Skelly.
Ms. Donna Skelly: I move that a subcommittee on committee business be appointed to meet from time to time, at the call of the Chair or at the request of any member thereof, to consider and report to the committee on the business of the committee;
That the presence of all members of the subcommittee is necessary to constitute a meeting; and
That the subcommittee be composed of the following members: the Chair as Chair, Mr. Thanigasalam and Mr. Harden; and
That substitution be permitted on the subcommittee.
