An Act to amend the Liquor Control Act
Her Majesty, by and with the advice and consent of the Legislative Assembly of the Province of Ontario, enacts as follows:
1. (1) The Liquor Control Act is amended by adding the following section:
Sale and transportation of liquor by manufacturer
3.0.1 (1) Despite any other provision of this Act or the regulations, the following entities may do the following, whether or not the entity has the authorization, approval or consent of the Board:
1. A manufacturer of beer or cider may sell, in stores it owns and operates, its own beer or cider and beer or cider manufactured by other manufacturers of beer or cider.
2. A manufacturer of spirits may sell, in stores it owns and operates, its own spirits and spirits manufactured by other manufacturers of spirits.
3. A manufacturer of Ontario wine may sell, in stores it owns and operates, its own Ontario wine and Ontario wine manufactured by other manufacturers of Ontario wine.
4. A manufacturer of liquor may transport and deliver its own liquor and any other manufacturer's liquor to any government store or to any holder of a licence or permit to sell liquor under the Liquor Licence Act.
5. A manufacturers' association may transport and deliver any manufacturer's liquor to any government store or to any holder of a licence or permit to sell liquor under the Liquor Licence Act.
Definitions
(2) In this section,
"cider" means cider as described in section B.02.120 of the Food and Drug Regulations and the cider-like beverage made from the fermented juice of pears known as perry; ("cidre")
"manufacturers' association" means an association designated under the regulations as a manufacturers' association. ("association de fabricants")
(2) Subsection 3.0.1 (1) of the Act, as enacted by subsection (1), is amended by adding the following paragraphs:
6. A manufacturer of liquor may establish a warehouse that is separate from its manufacturing facility for the purpose of warehousing or storing its own liquor.
7. A manufacturers' association may establish a warehouse for the purpose of warehousing or storing any manufacturer's liquor.
2. Subsection 8 (1) of the Act is amended by adding the following clause:
(h.1) designating associations as manufacturers' associations;

3. (1) Subject to subsection (2), this Act comes into force on the day it receives Royal Assent.

(2) Subsection 1 (2) comes into force on a day to be named by proclamation of the Lieutenant Governor.
Short title
4. The short title of this Act is the Raise a Glass to Ontario Act, 2014.
EXPLANATORY NOTE
The Bill amends the Liquor Control Act to permit the following, whether or not the Liquor Control Board of Ontario authorizes, approves or consents:
1. A manufacturer of beer or cider may sell, in stores it owns and operates, its own beer or cider as well as that of other manufacturers of beer or cider.
2. A manufacturer of spirits or wine may sell, in stores it owns and operates, its own spirits or wine as well as that of other manufacturers of the same type of liquor.
3. A liquor manufacturer may transport and deliver for sale its own liquor, as well as that of other manufacturers, and may warehouse or store its own liquor in a warehouse that is separate from its manufacturing facility.
4. A designated manufacturers' association may transport and deliver for sale and may warehouse any manufacturer's liquor.
