19. (1) Subject to subsections (2), (3) and (4), this Act comes into force on the day it receives Royal Assent.

(2) The following provisions come into force on January 1, 2004:
1. Sections 1 and 2.
2. Subsections 3 (1) to (4).
3. Sections 4 to 6.
4. Sections 9 to 11.
5. Subsection 13 (2).
