The Speaker delivered the
following ruling:-
On Wednesday, March 29, the
Member for Haldimand-Norfolk-Brant, Mr. Barrett, provided me with
written notice of his intention to raise a point of privilege, as
required by Standing Order 21(c). I would like to thank the
Member for giving me sufficient time to review this
matter.
The Member's point of privilege
concerns security in and around the Legislative
Precinct.
I wish to advise that I will be
deciding on this matter without further hearing directly from the
Member at this time, as Standing Order 21(d) permits me to
do.
I have carefully reviewed the
Member's written submission and cannot find that he has made out
a prima facie case of privilege.
I want to note that the Member
and I have met personally to discuss this matter, and I have
written to the Member to provide clarification on certain points
related to the issues he has raised. As this is a matter that
lies within the administrative jurisdiction of the Speaker, I
believe this is the appropriate way to deal with this issue, and
I thank the Member for providing this opportunity to do
so.

to the motion having been put, the Acting Speaker (Mr. Prue)
declared his opinion that the Nays had it, and a recorded vote
