The Speaker addressed the House as follows:-

Earlier today, the Member for Beaches-East York, Mr. Prue, provided me with written notice of a point of privilege, as required by Standing Order 21(c). I would like to thank the Member for giving me sufficient time to review this matter.

I wish to advise that I will be deciding on this matter without further hearing directly from the Member at this time, as Standing Order 21(d) permits me to do.

The Member's point of privilege relates to difficulties he has encountered with the National Advertising Standards Council, specifically its refusal to deal with a complaint launched by the Member. While the Member alleges that the refusal by the National Advertising Standards Council somehow curtails the freedom of speech of current and future Members of the House, he fails to explain how this is so. In addition, the Member will know that privilege attaches only to a Member's parliamentary duties, and not to subsidiary duties away from Parliament. I cannot find in the Member's letter any reference to the manner in which the complaint and the subsequent refusal to pursue it are related to the Member's parliamentary duties. In the absence of such crucial information, I have no alternative but to find that a prima facie case of privilege has not been established.

Mme Witmer propose,

That, pursuant to Standing Order 46 and notwithstanding any other Standing Order or Special Order of the House relating to Bill 101, An Act to protect students from sexual abuse and to otherwise provide for the protection of students, when Bill 101 is next called as a government order, sixty minutes shall be allotted to the Third Reading stage of the bill, to be divided equally among all recognized parties, and at the end of that time, the Speaker shall interrupt the proceedings and shall put every question necessary to dispose of this stage of the bill without further debate or amendment; and

That, the vote on third reading may, pursuant to Standing Order 28(h), be deferred until the next Sessional day during the Routine Proceeding "Deferred Votes"; and

That, in the case of any division relating to any proceedings on the bill, the division bell shall be limited to five minutes.
